Why cannot I request a Study Confirmation Letter (Cправка об обучении) after my expelling?

Study Confirmation Letter is a document confirming that the person is a student of Sechenov University. After expelling a person cannot be considered a student anymore. All they can do is to request academic transcript proving that they were our students and completed subjects (if any).

Expelled students will be able to request Study Confirmation Letter as soon as they are reinstated in Sechenov University.
