Why I was reinstated to lower course than I was before expelling?

University commission for reinstatement considers the exams which were successfully completed by the student before expelling. If student has a number of pending exams from a previous course, that means the academic program of previous course is still not completed. In this case the comission decides to reinstate the student to the uncompleted course.
